This is a floor drain located in a boiler room. Water is backing up here because it is the lowest spot in the house. We know it is a sewer back up, because when the toilets are flushed we can see the dirty water coming out of the floor drain. To unclog this problem, you have to gain access to the house trap.
You can try to snake it from the floor drain itself, but, good luck with that. Snaking from the floor drain itself will be a waste of time as you more than likely will not be able to unclog the sewer via the floor drain.
This particular job also had a flood in the back yard due to the sewer back up. Once the sewer was unclogged, this floor drain along with the back yard drain was unclogged.
